Regulation explains why the trade moved. Transport for London has required newly licensed private hire vehicles to be Zero Emission Capable since January 2023, so the fleet turns over as older cars age out. The Ultra Low Emission Zone covers all 33 boroughs and charges £12.50 a day for vehicles below Euro 4 petrol or Euro 6 diesel standards. The Congestion Charge rose to £18 a day on 2 January 2026, and the full electric discount ended on 25 December 2025.
Green motoring in the capital now involves more than a badge on a boot lid. It covers fleet composition (Mercedes EQV, BMW i7, plug-in hybrid Range Rover), eco-driving technique, regenerative braking, vehicle occupancy, empty running, and how a business records ground transport under scope three of the GHG Protocol.
This guide covers each of those: what actually makes a service green, which vehicles do the work, what the zone rules cost in 2026, how chauffeurs drive differently, the operational levers that beat fuel choice, where a green transfer fits across airports and events, and ten answers to the questions passengers ask most.
What makes a chauffeur service eco-friendly
Eco-friendly status rests on four measurable things, not on marketing language. First the powertrain: battery electric or plug-in hybrid rather than diesel. Second driver behaviour, since two chauffeurs in identical cars can differ by a fifth in energy used. Third operations, covering everything from office power to how a car is dispatched. Fourth measurement, because a claim you cannot evidence is worth nothing to a procurement team.
Plenty of operators stop at the first. One electric saloon in a diesel fleet makes a good photograph and very little difference. Ask instead what proportion of cars meet the standard today, which brings us to the fleet.
The green fleet: electric and plug-in hybrid vehicles
Fleet choice sets the ceiling on everything else. Battery electric executive cars such as the BMW i7 and Mercedes EQS produce nothing at the tailpipe and cover a full day of London work without planning. Electric people carriers, the Mercedes EQV among them, take a group of seven and their luggage on one battery. Plug-in hybrids including the Mercedes S580e run a short London leg on electricity and hold petrol range in reserve for a trip to Bath or Birmingham.
Our fleet spans executive saloons, first class cars and the Mercedes V-Class for larger parties. Ask for a low emission vehicle when booking and we assign one where the journey suits it. Range, charging and cold weather losses are covered in our guide to electric chauffeur cars and sustainable travel. Vehicle choice also decides what you pay to enter London's charging zones.
TfL rules, ULEZ and the Congestion Charge in 2026
Zone charges reward clean vehicles unevenly, and 2026 changed the arithmetic. A fully electric car still pays nothing in the Ultra Low Emission Zone, which runs 24 hours a day across every borough. Central London is different now. An electric vehicle registered on TfL Auto Pay pays £13.50 a day rather than the standard rate: a saving of a quarter, but no longer a free pass.
Compliance for the cars themselves sits with the licensing regime. TfL licenses the operator, the driver and the vehicle separately, and the vehicle licence is where the Zero Emission Capable standard bites. We explain that three-part structure in TfL private hire licensing explained.
Westway fares are fixed at booking with zone charges already inside the quote, so nothing arrives afterwards. Check that against any cheaper headline price, because charges added later are a common way a low quote stops being one. What the driver does next affects emissions more than most people expect.
Eco-driving: technique behind the wheel
Driving technique changes energy use by roughly 10 to 20 per cent on the same route in the same car. Chauffeurs trained for low emission work apply a short list of habits:
- Accelerate gradually and read the road far enough ahead to avoid braking hard
- Use regenerative braking to recover energy on approach rather than the friction brakes
- Hold steady motorway speed, since sustained high speed drains a battery faster than city running
- Check tyre pressures weekly, because underinflated tyres raise rolling resistance
- Plan the route before departure using live traffic data instead of correcting mid-journey
None of this is visible from the back seat, which is rather the point. A smooth car is a quieter car and a cleaner one. Technique alone cannot fix a badly organised day of work, though.
Beyond the fleet: occupancy, empty running and operations
Operational decisions outweigh fuel type on most bookings and rarely appear in green marketing. Occupancy is the largest lever. Four colleagues travelling to Canary Wharf in one people carrier emit a fraction of what four separate cars emit, and pay less between them.
Empty running is the second. A pre-booked chauffeur drives to a known address at a known time, while an on-demand car circulates waiting for a job, and circulating with nobody aboard is pure waste. Third comes trip avoidance: one car held by the hour replaces four bookings and four approach journeys. Our minimum hire is 3 hours, which suits that pattern. Fourth is right-sizing, since a minibus carrying two passengers performs worse on every measure than a saloon.
Office practice matters too. Digital confirmations remove printed paperwork and reusable bottles replace single-use plastic in the cabin. Companies tracking any of this need the figures in a usable form.
How chauffeur travel appears in carbon reporting
Reporting turns preference into evidence. Business travel sits within scope three of the GHG Protocol, the indirect category covering a company's value chain, and ground transport is among its more traceable lines. Every booking generates a date, a route, a distance and a vehicle class, which beats reconstructing journeys from expense claims.
Two cautions are worth stating plainly. Electric vehicles are zero emission at the tailpipe rather than across their working life, since manufacturing and generation count elsewhere. And offsetting produces a weaker claim than a real reduction, a distinction auditors examine closely. Our corporate chauffeur accounts consolidate journeys into monthly records a finance team can file, covering the same journey types anyone else books.
Where a green chauffeur fits: airports, business and events
Airport work suits low emission vehicles particularly well. A Heathrow transfer runs 40 to 60 minutes to central London, well inside electric range, and a car meeting a tracked flight is not circling terminal roads waiting for work. The same holds across our airport transfers to Gatwick, Stansted and London City.
Event chauffeurs move guests in groups, which raises occupancy naturally. Wedding cars and London tours involve short urban distances and long waits, and a stationary electric car runs its climate control without burning anything. Across all of these, the questions you ask before booking decide what you get.
What to ask before booking a green chauffeur in London
Specific questions get better answers than general enquiries about commitment:
- Ask what share of the fleet is electric or plug-in hybrid today, not the target for 2030
- Ask whether requesting a low emission vehicle carries a premium
- Ask how long journeys are planned and whether charging stops sit inside the schedule
- Ask which records you receive and whether distance travelled appears on them
- Ask for the TfL operator licence number and check it
Vague answers cost nothing to give. Specific ones about fleet composition and record keeping are harder to fake.

Are electric cars still exempt from the London Congestion Charge?
No, not since 25 December 2025. The 100% Cleaner Vehicle Discount ended on that date. An electric vehicle registered on TfL Auto Pay now pays a reduced daily rate in the central zone, and one without Auto Pay pays the full standard charge.
What is a Zero Emission Capable vehicle?
A Zero Emission Capable vehicle runs on battery power alone for a defined minimum distance, which makes it eligible for a first-time TfL private hire vehicle licence. Fully electric cars qualify automatically. Plug-in hybrids qualify when their certified electric range meets the threshold, evidenced by the V5C or a manufacturer's certificate of conformity.
Do electric vehicles pay the ULEZ charge?
No, battery electric vehicles pay nothing in the Ultra Low Emission Zone. The zone charges vehicles that fail its emissions standards, meaning petrol cars below Euro 4 and diesels below Euro 6. A compliant modern vehicle owes nothing regardless of fuel, so the standard matters more than the powertrain.
Which vehicles suit a low emission booking best?
Executive saloons, electric people carriers and plug-in hybrid SUVs all work. Battery saloons handle city work and airport runs. Electric people carriers cover groups of up to seven with luggage. Plug-in hybrids suit itineraries leaving London for an uncertain distance and returning the same evening.
Does an eco-friendly chauffeur cost more?
No, pricing follows vehicle class rather than fuel type. An electric executive saloon prices as an executive saloon, and lower running costs fall on the operator rather than your quote. A long journey needing a charging stop affects scheduling rather than the fare, which is why timing matters when you book.
Is a chauffeur greener than taking the train?
Rail wins per passenger for a solo traveller, and the gap closes sharply with occupancy. Four people with luggage in one vehicle compare respectably against four rail fares plus onward taxis at either end. Door-to-door travel also removes the connecting legs such comparisons leave out.
Can I request an electric car for a specific journey?
Yes, ask when you book. We assign one where availability allows and the route suits it. For very long distance work with a tight connection at the far end we may suggest a hybrid instead, and we would rather explain the reason than put you in a car that needs an unscheduled stop.
Which journeys suit a conventional or hybrid vehicle better?
Long rural work, unpredictable itineraries and tight onward connections. Country house destinations sit far from reliable charging, and days with no fixed finish time run longer than planned. Where a missed flight is the risk, range certainty outranks the emissions saving, and we say so.
How do I record chauffeur journeys in company reporting?
Record them as scope three business travel, using the date, route, distance and vehicle class from each booking. Account customers receive consolidated monthly statements built from those records. Describe electric journeys as tailpipe reductions rather than zero emission travel, since generation and manufacturing emissions belong elsewhere.
Are your drivers and vehicles licensed by Transport for London?
Yes, all three licences are current: operator, driver and vehicle. TfL issues them separately, and every car we dispatch carries a valid private hire vehicle licence with its disc displayed. You can verify any operator through TfL directly.
The short version
An eco-friendly chauffeur service in London combines a green fleet, trained driving technique and operations built to cut waste, rather than one electric car used for publicity. Battery saloons, electric people carriers and plug-in hybrids each handle different jobs, and the zone rules changed in 2026.
Technique behind the wheel, occupancy and empty running matter more than most passengers expect, and the records those bookings generate turn a preference into figures a finance team can file under scope three. Airport transfers, corporate accounts, events, weddings and tours all suit low emission travel. The questions listed above separate operators who have done the work from those who have written about it.
